It was way back in 2015 that a division bench of the high court of Tripura headed by the then chief justice Deepak Kumar Gupta has issued specific guidelines on reservation in promotion for employees and officers belonging to the SC and ST categories . Even though the high court order should have been appealed to the supreme court by the Associations of these categories of employees , it was the left front government that had taken up the cudgels on their behalf. But over the past decade the case has been pending in an apathetic supreme court though in the mean time the state government has been giving ad hoc promotion to employees and officers with approval given earlier by the court , pending final disposal of the case . The problem however is that the employees and officers who accepted the ad hoc promotions are not getting any monetary benefit from this upon superannuation or retirement from service and this has become a major source of discontent.

This came to the fore in a media interaction held by the pro-BJP ‘Rashtrawadi Gazetted Officers Sangha’ whose president Tapan Das and general secretary Debasish Roy took strong exception to the denial of financial benefits to pensioners who had availed themselves of ad hoc promotion. “We appeal to the state government to take up the issue with the supreme court for an order so that retirees are not deprived of the financial benefits” said Tapan Das and Debasish Roy. Unless the supreme court is appealed for urgent hearing of the long pending case or an interim order the deprivation of the retirees will persist and hence the matter should be looked into on priority basis, they added.

Apart from this, the leaders of the ‘Rashtrawadi Gazetted Officers Sangh’ also demanded early sanction of outstanding 22% of dearness allowance and dearness relief , suitable hike in house rent and medical allowance as per recommendations of the 7th central pay commission and formation of the 8th pay commission. “Unless the gap in DA and DR payment is covered by the end of October 31 the employees and officers of the state will never get the benefit ;many BJP ruled states like Assam , Haryana, Maharashtra etc have been giving all 55% DA and DR to the pensioners at par with Centre and there should be no exception here” said Tapan Das and Debasish Roy. They also pointed out that Centre is mulling the formation of 8th pay commission for its employees and officers and the state of Tripura should also follow suit.
