Tripura Panchayat Minister Kishore Barman Exposes Weaknesses in India’s Panchayati Raj System, Highlights State’s Exceptional Achievements

Tripura’s Panchayat Minister Kishore Barman openly highlighted the critical condition of the Indian Panchayati Raj system while showcasing Tripura’s remarkable performance in this sector during a state-level virtual review meeting on Panchayat Advancement Index (PAI) 2.0.
The meeting, held virtually on August 10, from the State Secretariat, was attended by the Director of the Panchayat Department Prasun Dey along with all departmental officers. Speaking at the event, Barman noted that among India’s 2.5 lakh panchayats, Tripura achieved 100% data entry in PAI 1.0 last year, a feat unmatched nationally, where the overall performance stood at 84.5%.
He further revealed that only five states in the country managed to adopt all 508 indicators under the system, with Tripura being one of them. On the performance scale, Rupaichari Village Committee in Tripura secured the second position across India. Additionally, Tripura was among just three states where 25 panchayats received an ‘A’ grade ranking.
Barman stressed that while Tripura’s achievements are noteworthy, the overall state of the Panchayati Raj system across India remains concerning, with many states lagging behind in implementation and performance. The minister emphasized that today’s review meeting was aimed at ensuring Tripura maintains its leading position in PAI 2.0 as well.
Representatives and officials from Zilla Parishads, Panchayat Samitis, and Gram Panchayats participated in the virtual meeting.
After the meeting, Kishore Barman reiterated his views through a Facebook post, summarizing the key outcomes and urging continued efforts to keep Tripura in the national spotlight for panchayat excellence.
