The Tripura Human Rights Commission (THRC) has taken strong steps to expedite proceedings in Complaint No. 98 of 2025, filed by the Forum for Protection of Environment and Water Bodies through its president, Nikhil Debnath, and secretary, Jayanta Bhattacharjee. The complaint concerns environmental preservation and protection of a lake in Agartala.
At today’s hearing, the Commission reviewed reports and responses from several departments. A detailed report with multiple enclosures was submitted by the CEO of Agartala Smart City. The Revenue Department, represented by a Joint Secretary, sought a 30 days extension to file their response, but the Commission rejected the request citing the matter’s public importance and urgency. The department has been instructed to submit all land records related to Vidyapattan (Maharaja Bir Bikram College), Agartala, by August 18, 2025.
The Commission observed that the Chairman of the Tripura State Pollution Control Board and the Secretary of the Science & Technology Department had not yet been notified despite the environmental nature of the case. Notices have now been issued to both, along with a copy of the complaint, directing them to submit reports.
Meanwhile, the PCCF (Principal Chief Conservator of Forests) and the Director of the Urban Development Department have not responded to earlier notices. The Commission has granted them one final opportunity to appear in person or through representatives on the next hearing date, warning that non-compliance will be taken as having no objection to the complainants’ statements.
Copies of the reports from the CEO of Agartala Smart City and the DM & Collector, West Tripura, will be provided to the complainant society for their response. The Commission emphasized that the matter involves larger issues of environmental protection and lake conservation, and aims to dispose of the case expeditiously.
The next hearing is scheduled for August 18, 2025.
