Tipra Motha MLA Ranjit Debbarma Urges Centre to Enforce Inner-Line Permit in Tripura Citing 1993 ATTF Surrender Agreement

In a strong appeal to the Union Government, Ranjit Debbarma, Member of the Tripura Legislative Assembly, has urged the enforcement of the Inner-Line Permit (ILP) system in the state of Tripura, citing the rising threat of illegal migration and the state's national security concerns. The demand is also rooted in the “Memorandum of Settlement” signed on 23rd August 1993 between the Government of Tripura and the All Tripura Tribal Force (ATTF), which clearly stated the need for ILP introduction under Clause 2(e).
In a letter dated 23 July 2025 addressed to the Union Home Minister, Ranjit Debbarma referenced the clause from the 1993 Memorandum that stated: “The case for introduction of Inner Line Permit system would be taken up with the Government of India. The State Government will insist on the Government of India to approve this demand.”
Despite this assurance, Debbarma noted with concern that even after 32 years, the ILP system has not been introduced in Tripura. He emphasized that this inaction stands in sharp contrast to other northeastern states like Arunachal Pradesh, Mizoram, Nagaland, and Manipur, which have already implemented the ILP.
In a separate letter, also referenced in the communication, Debbarma warned that Tripura has been experiencing massive illegal migration due to the absence of ILP, posing a “great threat to national security.” He stated that the situation is deteriorating day by day and insisted that the introduction of ILP is now a "most necessary essential component" to maintain internal security in both Tripura and India.
He urged the Government of India to act swiftly, stating that Tripura shares an international border of 856 km with Bangladesh, making it highly vulnerable to illegal infiltration.
Copies of his representation were also sent to His Excellency, the Governor of Tripura, and the Chief Minister of Tripura, urging immediate and coordinated action to press the Centre on this longstanding demand.
