Tripura’s Clean City Dream in Trouble: CAG Flags Major Shortage of Waste Collection Vehicles

While Tripura aims to join the ranks of “Smart Cities,” a fundamental requirement — regular and efficient waste collection — remains seriously neglected. This has been starkly highlighted in the latest audit report (2022–23) by the Comptroller and Auditor General (CAG) of India, which reveals a disturbing shortage of basic sanitation vehicles in urban local bodies across the state.

According to the CAG report, Tripura is facing an acute shortage of auto tippers, pushcarts, and tricycles that are essential for the door-to-door collection of solid waste. These shortages not only disrupt routine waste management but also pose serious risks to the entire solid waste ecosystems.

The audit report states that the shortage of vehicles—up to 85% in some areas—is indicative of poor planning and lack of funding. The government has acknowledged the issue but has cited a lack of dedicated funds in 19 Urban Local Bodies (ULBs), excluding Agartala Municipal Corporation.

Despite available options like ADB loans, JnNURM funds, or the 15th Finance Commission, many ULBs have not yet procured the necessary vehicles. This delay is contributing to the growing challenge of ineffective municipal solid waste management.

The report further points out that open transportation of waste, in violation of MSW (Management and Handling) Rules, 2000, continues in many areas, exposing the waste to public view and the open environment — a major environmental and civic concern.

As Tripura envisions smart, clean, and livable cities, this audit serves as a crucial reminder: urban development must begin with the basics — timely collection, safe transportation, and proper disposal of waste.
