The Bijoynagar Gram Panchayat of Mohanpur R D Block of West Tripura District has emerged as a real tool for social study and social experiment to through light over the concept of future of good and smart governance for Panchayatiraj system in Tripura.

 

Emergence of Panchayati Raj

 

Chanting the name of triumph with inherent optimism, the Bijoynagar panchayat made its mark to a remarkable position, drawing nationwide attention and glory recently being invited by the IIT -Delhi and Centre of public research to showcase the way they think and dream; obviously it  signifies up to certain level  the core of Mahatma Gandhi's vision.

 

The year 1992 was laden with numerous events throughout India, starting from demolition of Babri Masjid , introduction to Zee TV, Harshad Mehta scam as well as the significant 73rd Constitutional Amendment Act which marks on principle and as per 'book' the genesis of Grass Root governance through Panchayati Raj system.

 

Perception vs Reality

 

Frequent persistence of stereotypes about localised governance, lack of faith on panchayats about problem resolution (shortage of resource available?!)  and other uncountable reasons have erected a negative and somewhat ' distorted' image of panchayats and local governance in our minds. However, this idea is strongly opposed and overthrown by the Bijoynagar Panchayat. It can only be felt if you can visit there and if you are interested to study the essence of rural development model from there.  The Bijoynagar panchayat has achieved a great feat in terms of development by outweighing time, hurling answers over the ' Perception' marked individuals who lack faith in grass root governance . The idea of 'Panchayati Raj system' not only serves as a mere formal way to address local governance, but also acts as a bigger dream to resolve, achieve and renew. However, recurring negligence and reduced confidence over it's potential has significantly acted as a hindrance to its growth and upliftment and by any definition it is chronic in nature for rural development scenario in India.

 

 Mindset and Challenges

 

A survey in its crude form about views on Gram Panchayats is likely to yield answers like ' Those obsolete Gram Sabhas ', ' Loin clothed elderly folks taking seats under the shade of a peepal or banayan to discuss without any desire as well as plan to develop ' , 'the hubbub of noises about trivial issues and constant bickering, lack of compatibility among people in a Gram panchyat ', 'the futility of Gram pradhans and members ' and many more age old ideas which have achieved eternality only due to certain drawbacks within the system itself . Is there anyone to care ? Should not the Panchayat start to think about its identity as 'Local Government'?  It is truly a difficult task to achieve a change amidst the ongoing ' no confidence ' policy about the Gram Panchayats, as exhibited by a exceptionally massive group of Indians ranging across all age groups.Therefore, two big challenges for the panchayati Raj system are the lack of trust and continuation of developmental projects while accomodating critiques .

 

Reformative Journey of Bijoynagar

 

The Bijoynagar Panchayat has successfully turned the word Panchayat into a ' Contronym', evoking constrasting ideas at the same time. The Gram Panchayats are traditionally perceived as highly unorganised group dedicated to governing villages with no adequate plans and systems and funds too. This panchayat has recently disproved this version.But, the entire process had begun from scratch. Great heights can't be achieved without being submerged in a sea of deep thinking even during hard times . The critical system had the ability to spark a revolt for reforming.But, the need of the hour is to expand the reach of the Panchayat and it's reformative narratives which won't be possible physically, but a piece of paper might have the potential to do so.

 

Identity as a ‘Boutique Panchayat’

 

Keeping apart the numerical data like an area of 2.5 square kilometres, home to 729 households and many more would like to highlight some key features of this Panchayat which sets it like others with common pattern .The Bijoynagar panchayat is stuffed with all those qualities which are always envisioned and hardly experienced before, aligning the tag of 'Boutique Panchayat ' along with it's name. The Panchayat administration, involving the elected representatives and the officials have preferred to introduce them the first Boutique Panchayat in the country , simply they want to name this  transformation as one Govt unit or office which caters feel good and aesthetic ambience only to ensure smart service delivary .

Well, the Bijoynagar panchayat had proved to create such a system where files are hardly disseminated in hard copies , courtesy - e-office initiative of the Government of Tripura . The era of digital governance had inspired the Panchayat which implemented similar procedures religiously. Any regular visitor will be acquainted with Service Vans, supporting the villagers with the facility 105 services, including ROR, Trade license, marriage certificate and much more. Envisioning a panchayat where the residents directly address their issues through Quick Response (QR) code system is not longer a dream.This panchayat has ensured the facility of addressing local problems of the villagers through QR code marked mugs and calenders as distributed to them , serving dual purposes where one is beyond the expectations.

 

Language Inclusivity

 

Every family in the village can address their problems in local language, allowing them to freely express their views, opinions and complaints without struggling with hard language and complexity of various office decorum etc.  However, this never undermines the importance of being equipped with necessary language skills to represent and perform better where regional dialects cannot suffice the expression.To resolve this problem, the Bijoynagar panchayat has launched AI based spoken English learning systems where children of local school can learn the language at their own pace without facing those ' grammar concerned' cane handed teachers.

 

Education, AI and Youth Empowerment

 

It is always a dream for the children to achieve their goal, whether in the field of academics or sports. But, lack of appropriate awareness in rural areas acts as a hindrance to the process of envisioning oneself in his future position. But, those problems have been eroded through AI based softwares developed by experienced and dedicated officials of the Gram Panchayats, where the children get their own images transformed as per their desired future roles, inspiring young minds to work hard and chase for perfection. But the Panchayat is not only restricted in visualising dreams through sophisticated AI driven systems. Rather, it works diligently to help people achieve them.

 

Knowledge Accessibility

 

A knowledge over loaded library helps people access information about a number of issues, ranging from fiction to biographies, politics to science and technology, history to geography and many more genres .The library exists as a two roomed chamber in the Panchayat , offering space for book shelves as well as reading. It can easily compete with any established library of any school . The Panchayat has taken steps for availability of library cards for all households at free of cost and regular career counselling are also organized. Further, it extends upto the porch through a open book shelf, offering easy but crisp read to those who hardly spend time reading books. Even the students can access information related to their academics, enabling them to perform better and smoothen their journey to success, exhibiting child friendly nature of this panchayat.

The concept of Anganwadi Centres are totally changed through a digitised version where ideas are imparted not through books or slates, but though smart TVs, ensuring lively connection with surroundings which has the potential to cultivate optimism and nurture yound minds . The rooms are not dingy, the ambience is healthy and Panchayat is having plan to develop a plan so that the preprimary education system of Government sector may compete with the established private sector. Here also lies the issue of devolution of function and power of preprimary education to Panchayat . Obviously it ignites the academic debate, should not State Government think differently to ensure devolution of pre primary education segment completely to Panchayats for smarter outcome.

 

Administrative Efficiency -Monitoring

 

Further, there remains an open testimony for the commitment of the stakeholders to their purpose which is maintained through digital monitoring system. Biometric attendance system for Panchayat staffs and AWC workers enable proper distribution of labour and quick attendence check, ensuring functionality to this panchayati Raj system even during absenteeism.

The Gram Barta( Village communication) system runs under the motto of ' Panchayat speaks, village listens' . Any information about local news, disaster alerts, policy updates etc are clearly communicated to the people directly through the Panchayat's own innovative radio broadcasting system, app which is developed by one Faculty of the Panchayatiraj Department of Government of Tripura and can be accessed through hassel free procedures within a smart phone.

 

 Environmental Initiatives

 

The Panchayat opposes excess of concretisation and promotes planting atleast five thousand trees per year to create a green belt for ecological nourishment.

 

 Moreover, regular surveys help to gather ideas about ongoing issues, their current status and addition of new problems as experienced by the people. The Panchayat has also decided to assess the carbon foot print so that sustainable measures can be introduced to the environmental problem.

 

Financial Innovation and OSR

The Bijoynagar panchayat has not only performed this function, but exceeded beyond. A Panchayat is never expected to create roof top cafeteria along with a open meditation centres to refresh mind and body from routine work. But this Panchayat has successfully developed such systems to generate more OSR, serving as a model for promoting mental health and wellness. This can be a replicable model for others too, just to think out of the box so that Panchayat may establish itself as an unit of business.

 

Mental Health and Tele Support

 

The mental health issue are as dangerous as tangible problems.However, the mental health receives strikingly less attention and significance as compared to physical health related issues .The 'Tele Manas' system enables free online mental health counselling through experts, helping people with different age groups to attain recovery from mental health related issues and experience a better lifestyle. This Panchayat in its open meditation centre started to act as catalyst for all so that any sort of mental illness and 'not being happy' can be taken seriously. It signifies the humane face of this Local Government Body.

 

 Healthcare Services and Achievements

 

The Bijoynagar panchayat has even made remarkable contribution to health care services which are beyond expectations. The stakeholders ensure free BP and sugar tests , Anemia tests through expert radiologists, eye checkup for the elderly residents along with spectacle distributions and cataract treatments .The Panchayat is on the brink to achieve success in terms to eradicating many life threatening contagious diseases like TB, malaria, dengue etc.

 

 Cultural and Infrastructure Development

 

The interior monologue of the Panchayat tells a new story.The inner walls are decorated with the vision of encapsulating the Indian arts, provoking a ' feel good' experience as well as cultivating respect and cooperation for diverse Indian groups. Air conditioned rooms are also established for Panchayat Pradhan , Upa pradhan as well as for face to face communication rooms, helping people to cope up with the summer heat.

 

Social Awareness and Ethical Initiatives

 

Certain social evils are hard to be tackled. But, pricking of the conscience while performing those acts can help upto some extent. For this purpose, pledges are regularly conducted to prevent social evils like child marriage, child labour domestic violence and so on. This Panchayat believes the awareness and education are the obvious tool to address these evils. 

 

Digital Literacy

 

A villager may be literate but is she / he properly digitally literate. What should be the indices to assess the digital literacy of a villager whose educational and social aspect is different from urban scenario . Though it is a challenge but this Panchayat has initiated digital literacy campaign with an objective to showcase a different development index for the State also.

 

 

In a nutshell, the Panchayat has achieved a number of features which contradict general assumptions and is yet to achieve more. Such assumptions can be truly eradicated if similar methodologies are followed with devotion, determination, persistence, will power and open mindedness, as expressed by the   staffs and stakeholders of this Panchayat . Today Bijoynagar is not only a Panchayat , it is a subject to study , a domain to explore for learning and also to inject more ideas for greater interest of the rural development in the Country . The National Panchayatiraj Day in each year reminds us the extraordinary constitutional prescription of our Country but at the same time it is the duty of all to colour the provision of more than thirty years old with smart thinking and modern mindset.
