If the ECIs 25 guidelines can be implemented, 2023 Tripura Assembly polls will be peaceful

The 2023 Tripura Assembly polls are also an acid test for the Election Commission of India. After the coalition government of BJP and IPFT took power in 2018, no elections have been held peacefully in Tripura in the last five years. Apart from the BJP, all the opposition political parties have made this complaint directly to the full team of the Election Commission. After receiving this complaint from the opposition political parties on January 11, 2023 during the separate meeting with all the Political parties representatives, the full team of the Election Commission assured the representatives of the opposition political parties that whatever irregularities and disturbances have happened in the past elections will not happen this time. Chief Commissioner of the Election Commission of India Rajib Kumar has promised during addressing the media that ECI will do all possible things to conduct Tripura assembly election fair and violence free this time. The Chief Election Commissioner of ECI has also said that it is not just words he has been predicted in part by the ECI, in practice ECI will do what to do for peaceful elections. It can be emphasized that if the 25 numbers of initiatives taken by the ECI implemented at the field level properly, it will not be possible to win the election by force by any political party. Below are the 25 guidelines and steps taken by the ECI to make the upcoming assembly polls in Tripura peaceful and violence free.
1.All DEOs and SPs were instructed to provide a level playing field for all Political Parties.
2.There should not be any partition approach towards anyone.
3.The District Administration will ensure that facilities like ground, vehicles, etc. are provided on first come first serve basis.
4.There is an application called ‘SUVIDHA’ which may be used by the political parties where a digital trail is available to track the application status.
5.The Commission has decided that CAPF will be deployed in every polling station.
6.CAPF will be deployed in all the important check posts, nakas and routes which are critical.
7.The Observers who will be deployed will be part and parcel of the deployment of CAPF and decision making to ensure neutrality.
8.It is the responsibility of the District Magistrates and SPs to ensure security of Candidates and Polling Agents and accordingly instruction has been given.
9.Copy of Electoral Rolls have been shared / will be shared with all Recognized Political Parties.
10.There shall be a single point at SDMs level where complaints of below the SDMs level shall be recorded with proper indexing and recording of complaints.Citizens may also raise complaints through c-VIGIL application with a digital trail.
11.All DEOs were instructed to ensure that the process of web casting shall be flawless. If any agency fails to comply then responsibility shall be fixed. Such agencies shall not be influenced by local pressure.
12.All the warehouses should have three tier securities. The inner ring should be of CAPF, the second ring will be of Tripura State Forces and the third ring will be with local Police.
13.The representatives of Political parties may see, visit and guard the warehouses. But that should be video graphed.
14.There will be Micro observer deployed in every Polling Booth who is a central Government Employee to further enhance the impartiality.
15.During silence period there should not be any meeting or door to door campaign and accordingly instruction has been given to ensure it.
16.All the advertisements shall be issued after getting approval from MCMC at DEOs level.
17.Social Media Cell shall be formed in DEOs Office to check any fake social media news and to take action against such fake news as per applicable sections of Law and to remove such post within specified time period. Social Media Cell shall also be formed in CEOs and SPs Office.
18.All the Enforcement Agencies were instructed to ensure through their Naka Points that there is no movement of drugs, liquor, cash, and freebies of any kind.
19.The kingpins behind such movement of drugs, liquor, cash, freebies etc. shall be identified and action shall be taken.
20.Banks were instructed along with RBI to inform concerned Enforcement Agency if any bulk online transaction from any account is being done.
21.The movement of cash of Banks through Vehicles is strictly prohibited from 5.00 PM in the evening to 9.00 AM in the morning.
22.Air Intelligence Units of the Airport has been directed to watch in Airport if anything comes in this state to induce the Voters.
23. All facilities shall be provided for free collection of information to the media inside and outside the polling stations and counting stations
25. Any election advertisement can be printed, upload or aired only after the approval of the district level committee formed by the Election Commission of India.
It can be easily said that the 2023 assembly polls will be peaceful if the above mentioned 25 guidelines can be implemented in true terms. And it goes without saying that Tripura's model of electioneering will be admired across the country.
