The Tripura Tribal Areas Autonomous District Council (TTAADC) has directed that the salaries of all Group A and Group B officers under the Council shall not be released until further orders, following directions issued by the Tripura High Court in cases concerning the payment of sanctioned retiral benefits to former Council employees.
The decision has been communicated through a notification issued from the office of the Chief Executive Officer (CEO), TTAADC, Khumulwng, dated September 17, 2026. The notification bears the digital signature of TTAADC CEO Chaitanya Murti dated September 18.
According to the notification, the decision has been taken pursuant to a communication from the High Court of Tripura dated September 11, 2026, along with the relevant court orders in WP(C) Nos. 653, 657 and 658 of 2026.
The TTAADC notification specifically states that the salary of all Group A and Group B officers under the TTAADC shall not be released until further orders.
The order has been circulated to concerned officers and senior officials, including the Secretary to the District Council, Additional Chief Executive Officer, Deputy Chief Executive Officer, Executive Officers of various departments, Finance officials, Zonal Development Officers, Principal Officers, engineers, inspectors of schools and officials dealing with establishment, audit and accounts.
The notification also directs the concerned authorities to take necessary action in accordance with the court's directions.
The High Court's intervention relates to grievances concerning the non-payment of sanctioned retiral benefits to former TTAADC employees.
According to a report on the proceedings, the petitioners had contended that their retiral benefits had already been sanctioned and the necessary memoranda issued during 2025-26, but the payments had remained pending.
One of the cases, WP(C) No. 658 of 2026, concerns former TTAADC employee Rasan Debbarma Reang, who retired on January 31, 2025. The court record reportedly showed that retiral benefits amounting to Rs.16,33,750 had been sanctioned in his favour on July 15, 2025, but the payment had not been released.
The other connected petitions reportedly involved sanctioned amounts ranging from approximately Rs.10 lakh to Rs.31.68 lakh.
During the proceedings, the TTAADC side reportedly argued that assistance from the State Finance Secretary was required for releasing the sanctioned amounts.
However, the Advocate General, after obtaining instructions, told the High Court that the TTAADC had its own funds and that approval from the State Finance Secretary was not required for releasing amounts that had already been sanctioned. The court was also informed that the Finance Secretary was not required to be made a party to the proceedings.
The High Court subsequently directed the TTAADC CEO, Secretary (Finance) and concerned District Treasury Officers to examine the matter and take necessary steps wherever required for release of the sanctioned benefits. The matter has reportedly been listed for further hearing on October 5, 2026.
