TTCLCC meet in deputation with governor , demand early codification of customary laws

A delegation of the Tripura Tribal Customary Law Co-ordination Committee (TTCLCC) met in deputation with the governor Indrasena Reddy Nallu to press for early codification and introduction of customary laws of the 19 tribal communities living in Tripura. In a memorandum submitted to the governor the TTCLLC leaders pointed out that since time immemorial the tribal communities of Tripura have socially ruled by their customary law . As a result they did not need to move police and courts for settlement of disputes .

The memorandum said that the setting up of the autonomous district council (ADC) in 1982 had been followed by the raising of the demand for codification and introduction of customary laws and the demand had been reinforced by the upgradation of the ADC under the 6th schedule of the constitution . But except for the customary law of the Jamatya community the laws of other tribal communities had never been codified. Expressing their concern and pain over non-codification of customary laws, the leaders of the TTCLCC said in the memorandum that after a long time the fourteen customary laws of the codified customary laws of the Tripura, Reang , Chakma, Garo, Uchoi, Noatia, Murasing ,Kaipeng, Rupini, Hrangkhawal, Mog , Mizo and Cheroi communities had been passed unanimously by the ADC on December 28 2022.

It has been pointed out in the memorandum that the bill had been sent to the tribal welfare department of the state government for putting this forward for governor’s assent but this was never done . Subsequently , the bill was sent back to the ADC authority for removing certain anomalies . But this has not yet been finalised and sent to the tribal welfare department of the state government for taking it up with the governor for assent. The memorandum submitted by the TTCLCC urged upon the governor to look into the matter and exercise his high constitutional office to ensure that the ADC authority finalise the bill on customary laws and send it to the tribal welfare department for seeking governor’s assent so that the tribal communities can live under their customary laws and tradition. The governor is reported to have assured them of looking into the matter at his earliest convenience.
