THRC orders revenue dept probe into complaint over RTI appeal hearing

The Tripura Human Rights Commission (THRC) has asked the state Revenue Department to inquire into allegations of misconduct by officials of the Directorate of Land Records and Settlement (DLRS) during the hearing of a Right to Information (RTI) appeal.

In an interim order, the Commission headed by Justice Arindam Lodh directed the Revenue Secretary to investigate the allegations and submit a report before the next hearing on July 28.

"Before taking cognizance of the complaint, the Commission thinks it appropriate to send the copy of the complaint to the Secretary, Revenue Department... with request to make an inquiry/investigation... and to submit a report by the next date," the order said.

The complaint was filed by advocate Uttam Das, who alleged that officials behaved in an inappropriate and unprofessional manner during an RTI appeal hearing on July 1. He claimed the department failed to provide complete information despite his RTI application and subsequent appeal.

The complaint also alleged that the State Public Information Officer accused him of disrupting the proceedings after he referred to penalty provisions under Section 20 of the RTI Act. It further alleged that the SPIO left the hearing midway, while the RTI Cell dealing assistant made dismissive remarks regarding approaching the Human Rights Commission.

The Commission said the allegations required independent verification before any further action could be considered.
