Administrative indiscipline , transferred DEO (west) stays put in old post

The non-compliance of employees and officers with instructions issued by higher authority including transfer orders has raised serious questions over discipline and order in the state administration. This has come to the fore yet again with the district education officer (DEO) of west district Kalyan Bhadra sticking to his place of posting despite being served with a transfer order recently.

Sources in the education department said that the DEO (west) Kalyan Bhadra had been transferred to north Tripura by an order of the director Rajiv Datta on May 7 while the DEO (north) Phiranjan Tripura had been transferred to west Tripura office . This had been done with approval from the ministerial level. But even after receiving the transfer order Kalyan Bhadra had gone on leave from May 14 to June 2 but even after he rejoined service on June 3 he did not go to join service in Dharma Nagar in compliance with the order. Sources said that recently Kalyan Bhadra has also taken part in an official meeting which showed that he had not joined his post in Dharma Nagar.

This has created a peculiar situation as despite the order passed the DEO (north ) Phoranjan Tripura is waiting to join the post as DEO (west). Sources said that Kalyan Bhadra , during his tenure as DEO (west) was accused of allowing deputation to many teachers and employees and issuing false service utilization to his favoured employees and teachers . When all this came to the notice of higher authority he was transferred to Dharma Nagar but he is sticking here though it is not known how and on what basis he is doing so in defiance of an order passed by higher official authority.
