AMC plans to issue municipal bonds worth Rs 100 crore to finance public projects

The Agartala Municipal Corporation (AMC) has proposed raising Rs 100 crore through municipal bonds to finance urban infrastructure projects, a move that would make it the first civic body in the Northeast to adopt the funding mechanism.

The proposal was announced on Monday during the AMC budget session for the 2026-27 financial year, where Mayor Dipak Majumder presented a budget with a total outlay of Rs 975.91 crore.

According to the budget estimates, the corporation expects receipts of Rs 974.93 crore against expenditure of Rs 975.91 crore, resulting in a projected deficit of Rs 97.67 lakh. No new taxes have been proposed.

Majumder said the funds raised through municipal bonds would be used for the redevelopment and modernisation of four major markets in the city — Lake Chowmuhani Bazar, Durga Chowmuhani Bazar, GB Bazar and Border Gol Chakkar Bazar.

A major portion of the budget, Rs 536.45 crore, has been earmarked for capital expenditure. The corporation has allocated Rs 108 crore for urban infrastructure projects, while Asian Development Bank-supported schemes are expected to bring in Rs 167 crore for road construction, drainage improvement and a new water treatment plant.

The budget also provides Rs 20 crore under the Urban Infrastructure Development Fund (UIDF) and Rs 1 crore for establishing slaughterhouses in different parts of the city.

Among other proposals, the corporation plans to install three electric cremation furnaces at Battala and Chinaihani and improve burial facilities for minority communities. Tax collection facilities will also be introduced in all ward offices to strengthen revenue mobilisation.

The mayor said the budget was the civic body's first paperless budget and had been prepared with a focus on infrastructure expansion and improved civic services.

A key announcement was the proposal to establish a 50-bed paperless Agartala Civil Hospital offering specialist outpatient services during evening hours.

Majumder said improved revenue collection and administrative measures had enabled the corporation to undertake several development initiatives without imposing any new taxes since 2021.
