Tripura Leads National Knowledge Exchange on Deregulation and Single Window Reforms in Bihar

Reinforcing its position as a national frontrunner in deregulation and ease of doing business reforms, Tripura led a high-level knowledge exchange programme with the Government of Bihar, showcasing its successful implementation of Compliance Reduction, Business Reforms Action Plan (BRAP) and State Single Window initiatives.
A senior delegation from the Government of Tripura visited Patna for a one-day Knowledge Transfer and Experience Sharing programme at the invitation of the Chief Secretary, Government of Bihar. The visit was undertaken in recognition of Tripura’s nationally acknowledged performance in deregulation, compliance reduction and ease of doing business reforms.
Tripura has emerged as the first State in the country to fully implement all 23 Priority Areas identified under Phase-I of the Compliance Reduction and Deregulation exercise. The State’s achievements have received formal recognition at the national level, including commendation from the Cabinet Secretary, Government of India, who appreciated Tripura’s leadership and implementation approach and encouraged it to maintain reform momentum in Phase-II of deregulation. Tripura has also been ranked Joint No. 1 nationally in Deregulation 1.0, alongside Odisha and Uttar Pradesh.
The Tripura delegation was led by Shri JK Sinha, IAS, Chief Secretary, Government of Tripura, and included Shri Kiran Gitte, IAS, Secretary, Industries, Shri Abhishek Singh, IAS, Secretary, Urban Development, senior officers from the Industries Department, and members of the State Single Window (SWAAGAT) team. Officers closely associated with the implementation of Deregulation, BRAP and Ease of Doing Business reforms in Tripura were also part of the delegation.
The meeting cum knowledge transfer session was held at the Old Secretariat Bhavan, Patna, in the presence of the Chief Secretary, Government of Bihar, and the Chief Secretary, Government of Tripura. Senior officers and all Secretaries of the Government of Bihar associated with Deregulation, BRAP and Ease of Doing Business initiatives participated in the interaction. During the deliberations, the Tripura delegation shared the State’s experience, strategy and implementation framework for Compliance Reduction, Phase-I Deregulation and BRAP reforms, highlighting both policy level coordination and departmental execution.
A major focus of the discussions was the role of digital governance in achieving reform outcomes, with special emphasis on SWAAGAT, Tripura’s State Single Window portal. The delegation explained how SWAAGAT functions as the backbone of the State’s reform ecosystem by enabling online approvals, streamlining inter-departmental workflows, reducing regulatory burden, and ensuring transparency and time-bound service delivery, thereby directly supporting the Priority Areas under Deregulation and BRAP.
The role of Tripura’s native startup, iLogtron Technologies Pvt. Ltd., was also highlighted during the session. The startup has played a key role in the development and maintenance of the SWAAGAT portal, which has earned national recognition as a best practice in e-Governance. Shri Abhishek Dhar, Project Director, SWAAGAT Development Team, and Shri Debasish Dhar, Technical Director, participated in the discussions and made detailed presentations on the portal’s functional architecture, scalability and impact, as well as its alignment with Deregulation and BRAP reform objectives.
During the discussions, the possibility of technology transfer of the State-owned SWAAGAT platform to the Government of Bihar was also deliberated. The proposal reflects growing inter-state collaboration in digital public infrastructure and stands as a strong example of cooperative federalism, where high-performing States share proven models and best practices with peer States. The initiative also underlined how state-supported startups can play a pivotal role in delivering nationally appreciated e-Governance solutions.
The programme concluded with a State Lunch hosted by the Government of Bihar, further strengthening institutional cooperation between the two States and reaffirming their shared commitment to advancing ease of doing business reforms and citizen-centric governance.
