Tripura Government Issues ‘Community Service Guidelines, 2025’ to Implement New Penal Sanhitas

The Government of Tripura, through the Home Department, has issued a detailed notification titled “Tripura Community Service Guidelines, 2025” in alignment with the new criminal laws, Bharatiya Nyaya Sanhita, 2023 (BNS), Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS), and Bharatiya Sakshya Adhiniyam, 2023 (BSA), which came into effect on July 1, 2024.

As per the notification (No.F.55(8)-PD/2024/1179), dated 10 April 2025 and signed by Samarendra Debbarma, Under Secretary to the Government of Tripura, the guidelines aim to define, execute, and monitor “Community Service”, a newly introduced punishment category under Section 4(f) of the Bharatiya Nyaya Sanhita.



Key Highlights of the community service tasks may include:

1. Cleaning hospitals, schools, old age homes, mental health institutions, and government office premises

2. Assisting with traffic and crowd management

3. Arranging and listing books in libraries

4. Roadside and park cleaning, gardening, tree planting and maintenance

5. Disaster response support

6. Serving in government health centers and promoting awareness about welfare schemes



As per the notifications, the list is indicative and not exhaustive, leaving courts the liberty to assign other meaningful community tasks deemed appropriate.
