Promotion based on ‘faulty’ reservation policy, general category employees aggrieved

Agartala, Jan 10, 2017 : General category employees serving under Tripura government are fuming over state government’s desperate move to give promotion following a ‘faulty’ reservation policy that is detrimental to their interest.As per the reservation policy 31 per cent of seats are reserved for scheduled tribe and 17 per cent for scheduled cast candidates in Tripura. But they are enjoying much more as the state government’s decision of filling up backlogs while giving promotion.Disposing a case filed by General category officers association the High Court had rejected this backlog theory and said reservation policy must be followed as per the existing vacancies. Supreme Court also turned down a state government plea for a stay order and asked to maintain status quo. As a result all promotions under Tripura government remained held up for last one year.Chief Minister Manik Sarkar also admitted that promotions remained held up due to a court order over the state government’s reservation policy. He said in a reply to a question in the state assembly on September 22,2016. In a surprise move the state government has recently started implementing promotion in different departments following its own policy of filling up of backlogs.On January 5 the state government has issued a notification promoting 30 Grade-1Tripura Civil Service officers to super selection grade. As per reservation policy 22 posts are to be considered as unreserved but only 8 from general category employees got the opportunity due to the state government’s policy of filling backlogs.Similarly, 46 head assistants got promoted to the post of office superintendent on January 9,2016 out of which only 5 belonging to general category. On the same day another 10 office superintendents got promoted in the post of section officer out of which only three are from general category.The general category officers association has sharply criticised the move and already filed a contempt of court petition in the Supreme Court.However, the law minister Tapan Chakraborty denied the allegation of any violation of court order.Talking to the reporters he said all promotions are ‘conditional’ subject to final verdict of the highest court. He further said all orders were issued after obtaining opinion of the law department.
