Notice slapped by state pollution control board on 91 brick kilns putting them under ban for violation of environmental norms

Agartala July 10 ,2019 : Having received no reply to the notices served on owners the state pollution control board has slapped closure notice 91 brick kilns across the state . This may create a crisis in brick production and construction work in the state, said a leading contractor. Sources  in the state pollution control board , however, said that notices had been issued to all the banned brick kiln owners asking them to show cause as to why they had not received mandatory non-pollution certificate. But the brick kiln owners neither received the notices, nor furnished any reply within the stipulated date of 26th June .

Having no other alternative the state pollution control board authority had approached the high court of Tripura for appropriate directives over what they should do in the matter. Having heard the case the honourable high court passed an order to close down all 91 brick kilns for non-compliance with provisions of 'Water (prevention and control of pollution) Act-1974 and 'Control of pollution Act-1981' (Section-31 A). Sources said that one of the 91 banned brick kilns belongs to the Tripura Small Industries Coporation (TSIC) and notices, served on all brick kilns, have already been notified in newspapers with names and addresses. Significantly, two major brick kilns had been built with a short distance of the 'Neer Mahal' in Melaghar, a heritage site despite muted protests raised by the then pro-left authority of state pollution control board.

Sources among the state's environmentalists said that the banned brick kiln owners would be required to file an appeal to the high court and give an undertaking that from now on they would comply with the conditionalities of the state pollution control board. Even the state government can not do anything about this as in many cases state governments had to file apologies to the National Green Tribunal  for errors in pollution control work and obtain fresh clearances through payment of penalties imposed by the Tribunal.
