No ESMA in ADC , free treatment to continue in hospitals under the Council , Radha

Agartala September 11 ,2019 : The autonomous district council (ADC) authority have decided not to enforce the draconian Essential Services Maintenance Act (ESAMA), recently put in effect by the state government , describing it as 'drastic and not needed'. Apart from this, the ADC will not also charge any fees for treatment in its two hospitals, 'Kherengbar' and Tuikarma' , contrary to a decision taken recently by the state government. 

Making the ADC's stand clear on the twin issues the chief executive member (CEM) Radha Charan Debbarma said that the 'ESMA is a black law and all through our political career we fought against such black laws in the country ; so we will never implement this even though the ADC is guided by state government's rules and laws; in the matter of treatment charge I can only say that introduction of fees for treatment in government run hospitals amounts waging war against the poor people , the impoverished tribals in the ADC areas can not afford this, so we will never charge any fees in our two hospitals' said Radha Charan. He was speaking on the opening day in the two-day session of ADC which began yesterday.

Replying to a query in the session Radhacharan said that in the last session of parliament the ruling BJP passed as many as thirty nine bills but this did not include the bill for empowerment of ADCs in northeast including Tripura. He demanded immediate passing of the bill to amend the 6th schedule and empower the ADC. He also referred to the continuing harassment of tribal people in Longtarai Valley and Gandacherra on the issue of granting 'Patta' for land distributed under the Right to Forest Act.
