Central DA makes state's employees restive; demand grows for a sizable installment

Agartala October 10 2019 : The central government's announcement of a 5% dearness allowance installment for its employees has further disappointed the state's employees deprived of any installment of DA since August 2017. Tripura Employees Co-ordination Committee (TECC-HB Road) is seized of the issue and planning to raise the demand for at least a single installment of DA for the employees in Tripura. A spokesman of the TECC (HB Road) who is still in service spoke on condition of anonymity that despite rise in the prices of all essential commodities the state government has not yet sanctioned a single installment of DA for the employees though the total installments of DA sanctioned for the central employees have already reached 17%. 

In the year 2017 the previous left front government had revised the pay structure of the employees by merging all 37% pending DA installments with basic pay without hiking any other allowance. No fresh DA installment had been sanctioned even though 5% was due at the time. But the actual deprivation occurred when the factor point to be merged with basic pay was kept at only 2.25 in stead of 2.57 as given by Centre while implementing the recommendations of the 7th central pay commission. 

"We are grateful that the new government raised the factor point to be merged with basic up to 2.57% but no installment of DA has been sanctioned so far ; this is a deprivation though we have not yet raised the issue , considering the financial constraints of the government ; but now we believe that the time has come for the government to announce at least one installment of DA with prospective effect and impounding it for the time being for a few more months ; after the funds sanctioned by 15th finance commission become operational from April next year the due amount can be given in cash" said the spokesman of TECC (HB Road). 

However, official sources in the finance ministry said that, given the fund position at the disposal of the state government , no announcement on sanctioning DA is possible . "Whether the announcement can be made with prospective effect, impounding the dues for the time being can be decided only at the highest level of the government" said sources.
