CM clears confusion on fee structure fixed by government for health service, takes dig at opposition

Agartala, September 11, 2019: The chief minister Biplab Kumar Deb today gave a detailed clarification on the confusion created by the opposition parties over a government circular issued on 6th September regarding new fee structure for patient services  in hospitals. He described such baseless criticism as inimical to the interests of the people and called upon the opposition to play a constructive role .

Addressing a press conference here at Civil Secretariat, Deb said that the notification of Health and Family Welfare department, in which the department has revised the tariff for all services under Health department including Intensive Care Unit (ICU), cabin charges, oxygen cylinders, diagnoses and diet, will have a total decrease of about 35 % compared to the  fee charts of Health department during the previous government.

Among 337 different kinds of pathological tests and services of health department, altogether 51 items were repeated in the notification and now 286 tests are only chargeable, which have  decreased by about 35 % compared to rates in force during the previous government . OPD registration fee has been made  chargeable with minimum rate  for computerization process, which is applicable for one month and patients under Priority House Hold (PHH) bill will be covered by their Ayushman Bharat Yojana cards.

All the revised rates of Health department are completely free of cost for the patients under Ayushman Bharat Yojana as part of  National Health Protection Scheme and majority of rate charts are completely free for  Antyodaya Anna Yojana (AAY), though APL (Above property limit) patients have to pay minimum charges  for registration, admission fee etc.

As per the 2011 economic census, Tripura has 4.7 lakh families under Priority House Hold (PHH) and 1.8 lakh families under AAY, so altogether 5.78 lakh families of the state will get all the health services free of cost, even some rates have been  decreased by about 35 %  compared to previous government’s  rate chart.

So far, 4.87 lakh cards under  Ayushman Bharat Yojana have been  received by state’s people among the total eligible 20.57 lakh people of the state, said Deb, adding that if the remaining  population of state is  covered through Ayushman Yojana,  they automatically will get all health services  free of cost and concurrently government hospital will be able to stand on their own.

In the economic census, 84,000 families were dropped by previous left front government for political reason and to provide health protection scheme for them, now Tripura government has introduced “Ayushman Tripura scheme”, said Deb, adding that state government will pay the insurance amount of Rs. 1052 per family with an annual cost of Rs. 9 crore, which will enable them to enjoy facilities like central Ayushman Bharat Yojana.

The state government has introduced the fee charts only for strengthening the hospitals of the state and barring APL category people, entire population of the state will get complete free health services from state run hospital, said Deb. He added  that entire hospital management will be computerised with online facilities and proper management of patient register will be made. APL patients now have to pay only minimum registration charges.

Castigating the opposition for their false propaganda against state government, Deb said that the notification will be implemented after operational order and improvement of basic infrastructures for computerization.

Giving details of the proposed fee charts, Deb said all kind of OT services are still free of cost and department has propose for Oxygen charges only for pipe connection, which is under construction. All kind of emergency and OT charges are free, then automatically oxygen charge will also be in free of cost. The procedure and investigation for different disease will also be in free of cost.

Deb said that all the free services under National Health Mission (NHM) including 30 OT and 65 laboratory tests are also completely free of coast as per the scheme.

Mentioning previous rate charts under erstwhile, LF governments, Deb said that the “Urine bile salt/bile pigment” clinical pathology test was chargeable for all category of patients, now state government has classified it through AAY, PHH and APL categories.

Poking the previous LG governments, Deb asked why the then ‘government for poor people’ taken charges in 148 categories of laboratorial tests including for AAY groups of patients, which is now free of cost. Regarding food services for patients, Deb said that only APL patients have pay the charges and food for other category patients are completely free.

He reiterated that all 286 categories of health services are completely free for Antyodaya and among these 148 services for PHH has been decreased now. He added that APL patients have to pay the services, but the present state government has also decreased rate charts of 12 items for APL patients also.

On the death on patient Paresh Modak in GB Hospital, Deb said that when the new rate system was not implemented,  how could patient die for fee charges. He added that Paresh Modak died because of high pressure and doctors were unable to give anesthesia for his high pressure and he collapsed before the operation.

Deb finally, appealed to the people of the state to come forward to get their Ayushman Bharat Yojana cards as government will now expedite the process.
